Although it must be said a rather weird and comical kind of Master Criminal! Not too difficult to pick out this particular villain in the Gotham City police line up!
However, his appearance and evil intent can be brought to good use for that special party or corporate event. Of course Penguin needs a suitable adversary, so why not ask and perhaps Penguin could encourage Batman and Robin to appear also.
